Through Budget Hub collaborating with health NGO’s Network-Hennet, one of the coordinators was involved in capacity building on budget advocacy for Tots who were drawn from 8 counties. The training seeks to build the capacity of the health practitioners to understand and engage in budget decision-making processes by analyzing budget documents and making submissions to government

Concurrency training
NEC Hub held a capacity building on concurrency in the budget space specifically County Approved Budgets 2024/25, County Finance Bills 2024 and County Implementation Reports 2023/24 Both at County and from The Controller of Budget. The session had 86 participants in total with 55 being women and 31 being Male.
The session was informed by the citizens questioning the connection between the money collected on high taxation and service delivery. Therefore, the introduction of the session topic concurrency in the budget space since there are different budget documents for reference.
The budget stages covered are formulation, approval and implementation; for instance, the finance bill takes place at the formulation stage, approved budget at the approval stage and implementation reports at the implementation stage.
The discussion also covered on the budget calendar and showed the intersection of budget documents with different financial years and the roles of different stakeholders.
4th Generation CRA Formula Training
NEC Hub held a virtual session on the 4th Generation CRA formula where Bajeti Hub were the lead facilitators and graced by a CRA team who shared more insights during the training. The Commission on Revenue Allocation (CRA) plays a pivotal role in Kenya’s fiscal decentralization by developing formulas that guide the equitable allocation of revenue to the country’s 47 counties. These formulas evolve every five years to address emerging needs, regional disparities, and sectoral priorities. With the upcoming deliberations on the 4th Generation CRA formula, it was essential for citizens, budget advocates, Persons with Disabilities (PWDs), Civil Society Organizations (CSOs) and media stakeholders to be well-informed and actively participate in the discourse, particularly in light of the influence political rhetoric and media misinformation can have on public perception.
The presentation covered the following:
- The evolution of the CRA formula and key lessons from previous iterations.
- An overview of the 4th Generation CRA formula, its objectives, and factors influencing its development.
- Panel discussion brought perspectives on:
- Citizen engagement: The role of citizen and CSO advocacy in influencing equitable allocations.
- PWD representation: Why disability advocates must monitor and influence allocations.
- Media involvement: The importance of accurate reporting and the risks of misinformation.
PWD capacity building
Training of more PWDs as budget facilitators/champions as currently most facilitators are not PWDs and therefore some neglect or involve PWDs less compared to counties where facilitators are PWD. This will also ensure that the PWDs at the county level actively participate e.g during public participation forums since they have been given equal opportunity. Currently only 1 out 6 facilitators are in cohort
Disability hub training
NEC hub held 4 virtual trainings for the Disability Mainstreaming Hub members. The sessions were interactive and some budget facilitators were also involved in taking lead in some of the sessions. The Hub also developed a Disability Mainstreaming Manual that shall be used in training other organizations of persons with disabilities in reading, understanding and analyzing key budget documents. The main objectives being the entrenchment of disability mainstreaming in the budget process to improve service delivery for persons with disabilities.
The training was majorly covering sessions as guided by the manual. Participants were drawn from various counties within the coverage of the NEC Hub giving a well-balanced reach of the persons with disability.
Media hub training
NEC Hub held 4 virtual trainings for the media Hub team. A training manual was developed which was the reference document during the training. One of the coordinators took lead in development of the manual and coordination of the training by assigning responsibilities to other facilitators. This was to empower the facilitators to learn to take lead in various aspects within the Hub.
