acceleration of completion of staff quarters at Wamunyu Health Center_ Machakos county
Budget facilitators convened a successful ward advocacy meeting between Machakos county Budget Champions and Invited Member of the County Assembly Wamunyu ward. The meeting also involved budget champions, religious institutions namely: supkem, evangelical Alliance of Kenya, National Council of Churches of Kenya and Seventh day Adventist. The team also has representation from CSOs and media.
Wamunyu Ward MCA serves as the Deputy Chair of the Budget and Appropriation Committee as well as member of the Helah committee at Machakos County Assembly.
The Budget cell shared issues affecting their different sub locations most notably:
- Water inaccessibility at household level.
- Limited access of water at Wamunyu health center
- Incomplete staff quarters
- Incomplete maternity wing
- Lack of solar lights leading to Wamunyu health centre etc.
The budget champion notified the MCA on the submission of a memo to County Executive during public participation on the ADP 2025/26 to accelerate completion of the staff quarters.
The MCA shared the plans by the county on construction of a borehole at Wamunyu Health Centre. He also committed to liaise with the county executive and county assembly to ensure allocation of funds towards completion of the staff quarters. The budget champion submitted the memo to the MCA.
The follow up and commitment by the Member of County Assembly was one of the milestones that the budget cell was able to achieve. Successful involvement of different stakeholders enforced and elevated the raised issues which indicated they were community issues

ENGAGING HEALTH BUDGET ADVOCATES
This week I was privileged to work with Health NGOs Network – Hennet in collaboration with Bajeti Hub. The periodic engagements are designed such that they align to the Budget Cycle.They were taken through the Budget Policy Statement and National Govt processes by FaithAnne & Nancy from Bajeti Hub
I took them through the process of generating a HEALTH SECTOR REPORT by using the Program Based Budget 2024/25 (MTEF), Annual Development Plan 2025/26, County Budget Review and Outlook Paper 2024 and the County Fiscal Strategy Paper 2025 drafts.
County Assemblies will submit the Draft CFSP 2025 by February 28 and MCAs will have TWO weeks to Approve them. The Health Sector Reports will prepare teams to engage with Assembly and also share the same within their CSO networks.
Point of concern is that Counties don’t do Sector Reports or have Effective Sector Working Group
Round table meetings
3 round table meetings were held in Nyeri, Nyandarua and Kiambu: In Nyeri, the discussion was on the health sector and different county officials/departments participated. In Kiambu County, the discussion was mainly on social protection i.e drafting effective regulations and guidelines for the implementation of the Kiambu County PWD Act 2024 while Nyandarua County focus area was on performance in CBTS 2023.
