Strengthening Fiscal Transparency in Laikipia County
We are thrilled to celebrate a highly successful engagement between Bajeti Hub, Nairobi Eastern Central Regional Budget Hub – NEC Hub, County Government of Laikipia‘s Treasury Department and Laikipia County CSO Forum (LACCSOF).
We applaud the County Government of Laikipia’s Treasury Department, led by Director of Budgets Mr. Julius Kingori, for facilitating a transparent and substantive engagement session that provided clarity on:
- Budget cycles and departmental ceilings for FY 2026/2027
- Strategic priorities for FY 2026/2027
Notably, citizen participation during the CFSP and DMSP forums significantly increased compared to the ADP process, a strong indication that wananchi are increasingly engaging with public finance processes.
For the first time, the Finance and Economic Planning Department provided a Sign Language Interpreter throughout the session. This marks a major milestone in implementing the Laikipia Public Participation Act and advancing inclusive governance.
Our Disability Champions Linet Okano, Peterson Kariuki, and Daniel Lemosiany strongly advocated for prioritization and funding of disability-inclusive initiatives, including accessible health facilities.
Peter Wagutu (LACCSOF Vice-Chair) underscored the need for fiscal alignment by calling for “funds to follow functions” for Laikipia’s three municipalities. He further emphasized the importance of political goodwill in enacting policies that safeguard the interests of youth and Persons with Disabilities (PWDs).
The submitted memorandum by our team pushed for:-
- Fiscal Discipline, a structured 3-4 year plan to clear the Ksh 1.3 Billion pending bills burden.
- Increasing the health ceiling to 40.2% with a focus on Primary Healthcare (PHC).
- Climate-smart irrigation and solarized water infrastructure to build drought resilience.
- Mainstreaming gender and youth policies across all sector strategies.
We also acknowledge the collaboration and solidarity of Health NGOs Network (HENNET), Pathways Policy Institute, and LACCSOF in strengthening civic voice and policy engagement.
The Laikipia team continues to set a high bar for meaningful public participation in the region. When citizens engage with data and demand accountability, governance works better for everyone.

At the Nairobi Eastern Central Regional Budget Hub (NEC Hub), we are incredibly proud to celebrate the exemplary civic leadership demonstrated during Laikipia County’s 2026 County Fiscal Strategy Paper (CFSP) and Debt Management Strategy Paper (DMSP) public participation forums.
A special commendation to Mary Mureithi (Laikipia Budget Facilitator) and Kiongozi Wagutu (Laikipia Senior Budget Champion), who, together with our dedicated budget champions, submitted a high-level and comprehensive memorandum
On Friday, January 30th, stakeholders gathered in Laikipia County for a critical “deep dive” into the Draft County Fiscal Strategy Paper (CFSP) and the Debt Management Strategy Paper (DMSP).
Laikipia has officially formed a Primary Health Care (PHC) Coalition, convened by Pathways Policy Institute (PPI) with support from the Health NGOs Network (HENNET).
The Laikipia Health Service (LHS) PHC Coalition brings together civil society organizations, community representatives, and the County Health Management Team to strengthen community-centered health systems. It focuses on promoting accountability, equity, and sustainable financing for PHC.
A key priority for the Coalition is advancing budget advocacy for PHC as a strategy to increase funding for essential health services. Through evidence-based engagement, the Coalition will work to ensure that community health needs are well represented in county budgets and that resources are directed toward strengthening primary health care delivery.
This initiative aligns with Kenya’s Primary Health Care agenda and the broader goal of achieving Universal Health Coverage (UHC), reinforcing PPI’s commitment to inclusive, citizen-driven health policy dialogue.

Budget Cycle Refresher for JASIRI Champions
The JASIRI Champions gathered in Laikipia for a hands-on training aimed at helping young people understand county budgets and use creative tools for advocacy.
They broke down the four stages of the budget cycle: formulation, approval, implementation and audit. They learned how to read documents like the CIDP, ADP and Programme-Based Budgets. They worked through a mock exercise where they allocated resources between health, roads and youth programmes.
In parallel, they used art, role-play and storytelling to explore how advocacy can happen through murals, skits and peer conversations.
A visit to the Laikipia County Assembly gave them firsthand experience in how the legislature works and how youth can engage in public participation spaces.
By the end of the session, participants said they felt equipped to ask the right questions, track how public funds are spent and demand accountability in their wards.
